<br />applicants could either accept this, and be assessed for short term assistance, or could <br />apply for Work First if needed. They could also leave the orientation and just apply for <br />Medicaid if they chose to do so. <br /> <br />Once clients were active Work First, the social work staff provided a supportive role to <br />encourage and assist them in having all barriers to employment removed. <br /> <br />The DSS Career Skills for Success program will move clients immediately to a situation <br />where they "hit the ground running." They will find that there will be closer, more <br />regular contact with a social worker, and they will have intensive career skills classes <br />through the community college. All supportive services will be provided to support <br />participation. Back-up plans will be coordinated between the social worker and the <br />client, so that there will be no excuses for non-participation. Non-cooperation with the <br />program will be grounds for termination. <br /> <br />Due to numbers of clients and numbers of social workers, the employment unit has not <br />been in a situation in the past where a very close working relationship has been ongoing <br />from case start-up until completion. This grant will allow that, and the social worker will <br />be there to enforce and support participation. <br /> <br />5. Anticipated time frame for participation: <br />If the grant is approved by October 13,2006, the Employment unit would be able to <br />implement this program immediately. RCCC already has their demonstration program in <br />place, and they are enhancing a segment to deal with the special needs of Work First <br />recipients at no cost to DSS. <br /> <br />6. Relations with community partners: <br />There will be a close working relationship with Rowan-Cabarrus Community College, as <br />they are providing the Career Readiness and Work Keys certification of completion of <br />this program. There will be regular contact between social workers and RCCC staff to <br />ensure that client is attending and progressing. If it is learned that other support is <br />needed, the social worker will immediately take steps to address this. <br /> <br />There will also be a close working relationship between the Employment Security <br />Commission and the social worker. The on-site Employment Consultant will regularly <br />see clients for j ob leads and counseling. Overflows will be coordinated between <br />consultant and social worker, and directed or taken to main ESC office to be seen <br />quickly. <br /> <br />Ii - \ 'd-. <br />
