<br />The Employment staff will have close regular contact with all clients, employers, and <br />RCCC Career Readiness staff to ensure participation in program. Progress will be <br />measured by employment staff working to make sure that the clients attend Career <br />Readiness classes and go to work. Employment staff will be proactive in this endeavor, <br />contacting employers and RCCC staff at least weekly to ensure compliance. <br />Employment staff presently is only able to meet with clients at the required levels, every <br />2 weeks. With 36 caseil each presently, which includes active Work First employment, <br />benefit diversion, 200%, and domestic violence, it is virtually impossible to have the <br />intensive social work contact to insure accountability and ongoing cooperation. DSS will <br />request funding for a temporary staff person to bring this number down to 27 cases, <br />which will be more ma\1ageable and allow for more frequent contacts and consults with <br />clients. <br /> <br />Supervisor will maintain statistics to reflect cooperation or non-cooperation with the <br />program. Data will be collected as to how quickly supportive services (day care and <br />transportation) can be arranged to ensure participation. <br /> <br />3. Plan for Implementation of Grant: <br />We would implement the Career Skills for Success Program in the following manner: <br />1. All active Work First clients would immediately be moved into the RCCC Career <br />Readiness program at the earliest possible date. If supportive services are needed <br />to arrange for this, it will be provided. <br />2. At the weekly orientation for new Work First potential applicants, the new <br />process will be presented and clients will have the opportunity to accept or <br />decline participation in the program. If able-bodied, they can choose not to apply <br />for Work First, and can apply for Medicaid. <br />3. If client is in the application process for Work First, they can immediately begin <br />attending the Career Readiness Program, and can receive supportive services to <br />support this. <br />4. Once approved,' the client would be directed to the ESC Employment Consultant <br />on site at DSS, to begin job search, with supportive services provided. <br />5. Disabled or inc~pacitated clients, if able, would be required to participate in the <br />RCCC Career Readiness segment of this program, if social worker secures <br />physician approval. If in doubt, social worker can require a second physician's <br />opinion. <br />6. Social workers will provide intensive social work services, including regular <br />home visits, vi*s to employers, and visits with clients to potential employers and <br />training sites, to ensure compliance and support. This includes working with <br />potential Social Security or SSI disability clients to assist them in the process of <br />securing benefits. <br /> <br />4. Enhancement to Current Service Deliverv System: <br />The current service delivery system has been one primarily of diversion and support. The <br />employment social work staff held weekly orientations, in which they presented a <br />detailed overview of Cllbarrus County's Work First participation requirements.
