November 20, 2006

To:

Mr. John Day, Cabarrus County Manager
Mr. Mike Downs, Cabarrus County Deputy Manager
Cabarrus County Board of Commissioners

From:

Mr. Steve Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Revised Current Agreement between Cabarrus County Boys and Girls
Club and Cabarrus County for Camp T.N. Spencer Park - Reference
Swimming Pool Facilities

Over the past several months, Cabarrus County Parks and Recreation Department's
staff/commission members have met with Cabarrus County Boys and Girls Club
officials/staff on our request to revise the current agreement allowing more use of the
Camp T.N. Spencer Park's swimming pool by the general public. In the current
agreement, the Boys and Girls Club has exclusive use of the swimming pool from 8:00
a.m. to 3:30 p.m. Monday through Friday for their seven week summer camp program.
Our submitted revisions will allow more general public use during the club's summer
camp program; however, the club members will have first priority use of the pool.

· Example: with a pool capacity of 120 (to be determined), club members will be
allowed admittance to the pool first, before any general public is allowed.

We also requested a revision in the agreement that the club divide their campers into
swimming groups thus allowing more general public use.

With the general public use, Cabarrus County will assume responsibility for supervision,
maintenance, lifeguards, and renovations/repairs to the pool facilities. Under the
current agreement, Cabarrus County reimburses the club with related maintenance and
repair expenses. Since the park opened in 2003, the County has spent approximately
$24,000 on the pool facilities. The revised agreement eliminates section (2.1) with the
total cost of $75,000 from the agreement. With the cost of expanding new facilities at
the pool, we believe the County will spend more than $75,000 in the next 10-20 years
for upgrades to the pool, pumps/filtration system and pool related items.

The club's Boys and Girls Board of Directors approved this requested revision during
their meeting on November 14. On November 16, 2006 the Cabarrus County Parks and
Recreation Commission approved project agreement with the Cabarrus County Boys
and Girls Club.

If you have any questions, please feel free to contact us.

~-'"l
