<br />AGREEMENT <br /> <br />Among <br /> <br />THE COUNTY OF CABARRUS and THE CITY OF CONCORD, THE CITY OF <br />KANNAPOLlS, THE TOWN OF HARRISBURG, THE TOWN OF MOUNT PLEASANT <br />AND THE TOWN OF MIDLAND. <br /> <br />FOR <br /> <br />THE IMPLEMENTATION PLAN FOR FUTURE PARKS AND OPEN SPACE AREAS <br /> <br />WITNESSETH <br /> <br />WHEREAS, Cabarrus County has, in recent years, experienced greater levels of <br />residential, commercial and industrial development than at any time in its history; and <br /> <br />WHEREAS, in the wake of this development, the City of Concord, City of Kannapolis, <br />Town of Harrisburg, the Town of Mount Pleasant, Cabarrus County, the Cabarrus <br />Health Alliance and the Cabarrus-South Rowan Metropolitan Planning Organization <br />identified in 2000 the need for preserving open space, providing adequate recreational <br />and park facilities and identifying bicycle and pedestrian routes; and <br /> <br />WHEREAS, the City of Concord, City of Kannapolis, the Town of Harrisburg, the Town <br />of Mount Pleasant, the Cabarrus Health Alliance, the Cabarrus-South Rowan <br />Metropolitan Planning Organization and Cabarrus County agreed to contribute funding <br />for compensation to complete a comprehensive master plan, known as a "Livable <br />Community Blueprint (LCB)"; and <br /> <br />WHEREAS, the LCB for Cabarrus County was completed in 2002 with recommended <br />recreational and park facilities and bicycle and pedestrian routes; and <br /> <br />WHEREAS, the City of Concord, the City of Kannapolis, Cabarrus County, Town of <br />Mount Pleasant, Town of Harrisburg and the Town of Midland included in their FY 2006- <br />2007 budgets funding for the feasibility study of parks and open space funding options, <br />public opinion research, and program recommendations for future land acquisition of <br />open space and parks; and <br /> <br />WHEREAS, staff members for the City of Concord, Cabarrus County, the City of <br />Kannapolis, the Town of Mount Pleasant, the Town of Harrisburg and the Town of <br />Midland have agreed to participate in the selection of the consultant; and <br /> <br />1 <br />t:-~ <br />
