<br />TERMS <br /> <br />1. SCOPE OF SERVICES. <br /> <br />In connection with this Agreement, TPL shall provide technical advice and <br />assistance to the Coalition in connection with the Coalition's efforts to develop a program <br />to finance the protection, acquisition, and development of parks and open space lands <br />throughout Cabarrus County, North Carolina and shall provide the following specific <br />services to the Coalition. <br /> <br />a. Feasibility Research: TPL, with assistance from the Coalition staff, will <br />complete a feasibility study of park and open space funding options for the County. The <br />feasibility study will include a summary of the current state of Cabarrus County, its land, <br />its people, and its economy, as well as growth trends and an analysis of possible <br />alternatives for funding a parks and open space land acquisition program including <br />measures for park and open space funding. A draft copy of the feasibility study will be <br />sent to each Coalition member electronically within seven working days upon its <br />completion. A meeting will be scheduled with TPL staff and Coalition members at a <br />mutually agreed upon time so the feasibility study can be reviewed, discussed, and edited <br />as needed. Once the edits are completed, each Coalition member will receive a revised <br />copy for its final review and comments. Once there is agreement on the results and <br />findings of the feasibility study, a final copy will be sent electronically to each Coalition <br />member. It will be incumbent upon each Coalition member to transfer this study to the <br />appropriate officials within its community. <br /> <br />b. Public Opinion Research: TPL will conduct public opinion research to <br />determine Cabarrus County citizens' desires and support for parks and recreational <br />facilities, including the type of desired facilities, various public funding options for parks, <br />recreation, and open space acquisition and development. A meeting will be held with the <br />Coalition members prior to the actual poll being conducted to determine the public issues <br />most important to both the Coalition members and the staff ofTPL. All interested parties, <br />will be given an opportunity to review a final copy of the poll questions prior to conduct <br />of the poll. TPL will be responsible for issues identification, pollster selection, <br />questionnaires and sample design, and analysis of issues. A meeting will be called upon <br />completion of the poll with the Coalition members at a mutually agreed upon time: The <br />results of the poll will be discussed and reviewed in order to allow each Coalition <br />member an opportunity to fully understand the poll results. Upon completion of such <br />research, TPL shall deliver a summary of its findings to the Coalition members in an <br />electronic format. It is incumbent upon each Coalition member to transfer the results of <br />this study to the appropriate officials within its community. <br /> <br />c. Program Recommendations: TPL will make a recommendation to the <br />Coalition in the form of updating or revising the "Livable Community Blueprint", which <br /> <br />F-~ <br /> <br />2 <br />
