<br />EXHIBIT A <br />SCOPE OF WORK, DELlVERABLES, <br />SCHEDULE, AND COMPENSA TION FOR SERVICES <br /> <br />SCOPE OF WORK <br /> <br />The Leak-Goforth team will prepare a Comprehensive Economic Development Plan for Cabarrus <br />County under the attached Agreement, to include of the following work elements and tasks: <br /> <br />Community and Economic Assessment <br />Workforce Analysis and Strategy <br />Target Business and Industry Analysis and Strategy <br />Land Use and Site Location Analysis and Strategy <br />Entrepreneurial Opportunities Analysis and Strategy <br />Marketing Strategy and Plan <br />Organizational Analysis and Strategy <br />Implementation Action Plan <br /> <br />These elements or tasks are described below. <br /> <br />A. Community and Economic Assessment <br /> <br />Purposes of this task are to assess economic conditions and trends in and affecting Cabarrus <br />County and its strengths and weaknesses as a place to attract business and industry and sustain <br />economic growth. Specific activities to be undertaken are as follows: <br /> <br />1. Conduct Leadership and Stakeholder Interviews <br /> <br />Interview key governmental, business, and civic leaders in the County to gain <br />an understanding of local attitudes and opinions about conditions in the <br />County, the future of the County, impediments to progress, positive attributes <br />of the County, and actions needed to move the County forward. <br /> <br />Interview representatives of key local employers as to their views of the pros <br />and cons of doing business in Cabarrus County relative to amount and <br />quality of labor, access to markets,infrastructure needs, and other factors. <br /> <br />2. Review Economic Growth Factors and Trends <br /> <br />Review local and regional population and labor force characteristics and <br />growth trends; review local and regional employment and wage trends by <br />sector. <br /> <br />Identify existing employers in the County as. to type and employment level in <br />relation to business and industry clusters and performance in the Charlotte <br />region, including the motor sports, 'nnancial services, distribution, and <br />manufacturing sectors. <br /> <br />1 <br />~ <br />
