<br />Review existing and planned local and regional transportation and major <br />utility infrastructure in relation to future growth in the Charlotte region and <br />ability of Cabarrus County to share in regional growth. <br /> <br />3. Assess Competitive Strengths and Weaknesses <br /> <br />Identify and describe the competitive strengths and positive attributes of <br />Cabarrus County which provide an attractive economic development setting <br />and are keys to effective marketing, considering various quality of life and <br />business climate factors. <br /> <br />Identify and describe the existing competitive weaknesses (shortcomings) of <br />Cabarrus County which inhibit economic development and which need <br />improvement, considering various locations, political, regulatory, <br />infrastructure,labor, and other factors. <br /> <br />B. Workforce Analysis and Strategy <br /> <br />Purposes of this analysis are (1) to determine characteristics of the labor force, particularly <br />those factors requiring attention through workforce development activities and those factors <br />as may be attractive to new business and industry, and (2) types and adequacy of existing <br />workforce development facilities and programs. Specific activities to be undertaken are as <br />follows: <br /> <br />1. Analyze the Existing Labor Force <br /> <br />Identify the characteristics of the local labor force in terms of occupational <br />skills, educational attainment, and other indices of performance and <br />capability relative to the Charlotte regional labor force. <br /> <br />Identify local deficiencies in the skills mix and educational performance <br />related to the needs of contemporary business and industry in the region. <br /> <br />2. Evaluate Existing Workforce Development Programs and Facilities <br /> <br />Identify and assess existing workforce development organizations and <br />programs in and serving the County as to client groups served and <br />orientation of programs relative to current and potential future needs. <br /> <br />Identify and assess existing education and training facilities in and serving <br />the County, including high schools, community colleges, and university <br />resources, to determine current capacities, orientation, and need for <br />additional resources. <br /> <br />Note: These assessments will reflect desirable target businesses and industries for the <br />County in order to coordinate training needs with these targets. <br /> <br />2 <br />~ <br />
