<br />COMMERCIAL / MIXED USE DESIGN STANDARDS <br /> <br />Introduction <br /> <br />On December 20, 2004 Cabarrus County will adopt a six month moratorium on new <br />major residential subdivisions for the purpose of reviewing and updating its land use <br />plans and development regulations. In addition to studying residential development <br />standards, the Planning Division is also tasked with developing non-residential design <br />standards and a new zoning district to implement mixed use developments in certain <br />areas ofthe County. <br /> <br />Items for Study: <br /> <br />1. Architectural and Site Design Standards <br /> <br />Task: Develop standards for commercial and office uses modeled after those in place <br />in Harrisburg and Mount Pleasant. In addition, develop standards more appropriate <br />for rural settings. <br /> <br />2. Mixed Use Development District <br /> <br />Task: Develop a new zoning district for areas shown as mixed use withinthe County <br />and/or municipal Area Plans. The goal ofthis task is to create a district that requires <br />mixed use developments. Hold community design charrette to determine the desired <br />design and land use elements for mixed use areas and incorporate ideas into the new <br />district. It is envisioned that two types of mixed use areas will be developed - larger <br />community centers and smaller neighborhood centers. <br /> <br />3. Highway 73 <br /> <br />Task: Specifically study the Odell School RoadlNC 73 intersections and develop <br />criteria for development in accordance with the NC 73 Transportation and Land Use <br />Plan. This area is to be used as a real world example for developing the regulatory <br />tools for task 2 above. <br /> <br />4. Office District <br /> <br />Task: The County currently does not have a district for the sole purpose of <br />developing office and institutional uses. Develop design standards and create an <br />Office-Institutional zoning district. <br /> <br />1 <br />
