PROCESS

For the two concentration areas above a series of community input and design
workshops/charrettes will be held. These workshops should be big picture based utilizing
visualization techniques to engage the audience. It is expected that these work sessions
will be interactive rather than only asking the audience to react to proposed ideas.

The selected consultant(s) will also work with a steering committee made up of citizens,
building and real estate professionals, and planning staff to guide development of final
proposals/products.

DELEVERABLES

The end product from the tasks above will be in the form of subdivision and zoning
ordinance additions and amendments that can be taken straight through the legally
required review process. The proposed ordinance additions and amendments will include
text as well as graphics used to make the ordinance language more readable and user
friendly.

SCHEDULE

The subdivision moratorium will begin December 21,2004 and end June 20,2005. This
is a hard deadline.

All subdivision and zoning text amendments proposed for adoption must be completed by
June 1,2005 so they maybe processed for review by the Cabarrus County Planning and
Zoning Commission on June 16, 2005 and for public hearing and adoption by the Board
of County Commissioners on June 20,2005.

The top priority is to complete the recommendations for residential developments
followed by the commercial and mixed use development standards.

1
