<br /> <br /> <br />Human Resources Department <br /> <br />MEMORANDUM <br /> <br />To: Board of County Commissioners <br />John Day, County Manager <br /> <br />From: Don Cummings, HR Director <br />Date: February 14, 200~ <br /> <br />Subject: Compensation Review <br /> <br />At the Board work session on February 7, 2005 additional information was requested regarding <br />the Compensation Review completed by Springsted Incorporated. An additional change and a <br />summary of implementation cost follow. <br /> <br />Additional Chanae <br /> <br />Springsted recommended reclassifying the Individual Personal Property Supervisor, Grade 66, <br />position to a Grade 70. Local review of the duties and responsibilities of the position and the <br />internal relationships within the Tax Administration Department determined that reclassification <br />to a Grade 68 would be more appropriate. <br /> <br />Implementation Cost <br /> <br />1. Of the County's 217 classifications, 78 (35.9%) were recommended for upgrades and 6 <br />(2.8%) for downgrades. The County has 892 positions. Based on the recommendations <br />268 (30.0%) would be upgraded and 7 (0.8%) downgraded. <br /> <br />2. The Personnel Ordinance provides for the greater of an entry level or 5% salary increase <br />for a change to a higher salary grade. The 10% maximum annual increase would apply in <br />some instances. To a lower grade, an employee normally retains their current pay. <br /> <br />3. The recommendations result in 17 employees reaching the 10% annual maximum increase <br />and 50 moving into the entry level of the new grade, exceeding the maximum. The <br />classification reviews in the Transportation Department accounts for 26 of these and <br />custodial staffing for 19. The remaining five are in various departments. <br /> <br />4. The FY 2005 Budget includes $250,000 for implementation of the Compensation Review <br />recommendations. If implemented on February 21,2005 the cost would be $130,608. The <br />annualized cost is $357,454. <br /> <br />(}.~ <br />
