<br />1 <br />E-ZJ- <br /> <br /> <br />EXHIBIT A <br />WORK PLAN: RESIDENTIAL DESIGN STANDARDS <br /> <br />TASK 1: ASSESSMENT <br /> <br />A. REVIEW OF EXISTING PLANS, REGULATIONS, STUDIES <br />Team members will collect and review relevant information in order to familiarize themselves with <br />the characteristics of Cabarrus County. A review of the existing plans, regulations and studies will <br />prepare the team for the project ahead. <br /> <br />B. STAKEHOLDER INTERVIEWS/OPEN HOUSE <br />Team members will visit Cabarrus County as part of their initial reconnaissance. The two-day trip will <br />include staff meetings, group and individual interviews of project stakeholders, and a public open <br />house. <br /> <br />The staff meeting will cover proposed revisions to the existing regulations and ensure agreement on <br />project schedule and deliverables. The next step will be interviews with stakeholders selected by the <br />County. Interviewees should include people actively engaged in the development process, including <br />elected and. appointed officials, business leaders, environmental interests, neighborhood groups, land <br />owners, attorneys, architects, engineers and other members of the development community. While in <br />the area, team members will spend time familiarizing themselves with the County. Digital <br />photographs of the County, with an. emphasis on the documentation of residential development <br />issues raised during interviews, will be collected and provided in digital format. <br /> <br />The project team will facilitate one evening open house to inform and quickly engage the community <br />in expressing their ideas and desired outcomes. The open house will be an educational opportunity <br />for all participants. Emphasis will be placed on developing residential design standards that best fit <br />the scale and character of the community in two different tiers - a suburban tier, and a rural tier. <br /> <br />TASK 2: OPTIONS <br /> <br />A. OPTIONS REpORT <br />Based on the on-site analysis, input from the County, the open house and stakeholder interviews, <br />team members will develop a set of residential design standard options for both the suburban and <br />rural tiers. The report will include the team's review of practices in the surrounding area, and "best <br />practices" from across the nation, with a focus on improving the quality of residential subdivision <br />design. This document will help introduce a variety of concepts to community in preparation for the <br />public design charrette. <br /> <br />B. PUBLIC DESIGN CHARETIE <br />Team members will travel to Cabarrus County to conduct a one-day charrette to develop preliminary <br />concepts and explore the alternatives presented in the Options Report. The purpose of the charrette <br />is to develop creative solutions in a one-day, focused session with a full spectrum of community <br />stakeholders. The charrette will begin sometime in the afternoon and run into the evening, giving <br />participants the opportunity to come and go throughout the charrette process. <br /> <br />The charrette will begin with a formal "food for thought" presentation to educate participants. <br />Another formal presentation will be given at a set point in the early evening for participants unable to <br />attend the initial presentation. A briefing will then explain the challenge for participants, orient <br />participants, and set ground rules and goals for the session. A hands-on design session will take place <br />
