Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Partnership Proposal by Miracle League of Concord for Frank Liske Park

On January 20, 2005, the Cabarrus County Parks and Recreation Commission
reviewed a proposal from the Miracle League of Concord. Mr. David DalWin, president
of the Miracle League of Concord presented the proposal, which includes construction
of a custom - designed baseball field that incorporates a custom synthetic turf on field
number four (4) at Frank Liske Park. The current number four field is an informal
unlighted field with only a backstop and is currently utilized for informal play/practices.

The custom synthetic turf with an asphalt base will allow children in wheelchairs
and walkers to glide unrestricted without fear of injuries. It will also provide a level
playing surface where children with physical and mental challenges can participate in a
variety of athletic events, including baseball, softball and field hockey. The Miracle
League proposal will include a two hundred feet by two hundred feet playing surface for
the purpose of a wide variety of activities. Cabarrus County Special Olympics program
is an active partner in this proposal. Cabarrus County Parks and Recreation and the
City of Concord Parks and Recreation staffs have jointly worked closely on this
proposal. Attached is a copy of their proposal.

Another large improvement proposal by this group is the construction of a six
lane one-half mile asphalt walking/jogging track proposed for the perimeter of current
football/soccer field. Grading modifications to the athletic field will be required to
accommodate this new facility. Another park benefit of this project is the replacement of
two wooden light poles (approximately 22 years old) on the number one softball field
with two new metal light poles.

FoO 1'7
