The total cost for these improvements to Frank Liske Park is estimated at
$535,000. The Miracle League of Concord has proposed to seek donations and
sponsorship funds from a variety of private and public sources. The Miracle League
supporters feel very strongly that financial support can be obtained from the community.

The Miracle League of Concord requested three items from Cabarrus County:

1. Donation of Land
2. To provide general maintenance and clean up of the areas
3. Cover electrical cost for the athletic lights

The Cabarrus County Parks and Recreation Commission recommended:

1. Due to the lease agreement with the State of North Carolina to Cabarrus County,
a sub-lease agreement or donation of land cannot be provided to the Miracle
League.

Parks and Recreation Commission recommended that Cabarrus County prepare
a priority use agreement for the Miracle League for first priority use. This type of
agreement allows the Cabarrus Soccer Association and the City of Concord to
utilize the Soccer Complex.

2. Upon request by Miracle League, Parks and Recreation Commission agreed to
recommend that Cabarrus County provide basic general maintenance and clean
up of this facility; however, the Miracle League should complete any major
repairs and renovations/replacement. Examples asphalt repairs, color coating,
fencing, lights, etc.

3. Based on prior agreements with other non-profit organizations, the Parks and
Recreation Commission recommended that the Miracle League provide payment
for light utility expenses.

The Cabarrus County Parks and Recreation Commission unanimously endorsed this
proposal and encouragep the Miracle League leaders to implement their
recommended goals for constructing this project at Frank Liske Park. With only
fifteen (15) Miracle League fields constructed in the United States, this proposed
facility will bring new visitors to Cabarrus County as well as serve the citizens of the
County. If the Cabarrus County Board of Commissioners approves the Miracle
League of Concord proposal concept, an official agreement for priority use of Miracle
League will be prepared and presented to all parties.

If you have any questions, please feel free to contact me. Thank you for your
consideration and revievlof this project.

P~J 7
