<br />4 <br /> <br />impacts of a particular development would be. There are several ways of doing <br />that, but it all revolves around doing a before study and then an after study. <br />You are looking at the true impact for that particular site. <br /> <br />Mr. Griffin said on the traffic that she had the other day, without acknowledging <br />it, as the years go on and as these other subdivisions build out they are going to <br />dump traffic out on Highway 73 and Odell School Road from those other <br />subdivisions as well. <br /> <br />Ms. Massey said she agrees with that. She said what she was saying is there are <br />two ways of trying to figure out what that impact is. The first way would be to <br />do a pier comparison and that is pretty much exactly what they did. That was <br />look at existing traffic and then look at what the comparison is after the site is <br />built out. The other way to do it is to actually look into the future and consider <br />things such as these developments that the Board is referring to. The other <br />thing, which is just an annual percentage or'traffic, is factored in. <br /> <br />Mr. Griffin said considering the. growth o~~he.re. in that area, it certainly would <br />be nice to see the State consider all of ~.:'\ /" <br /> <br />Ms. Massey said it varies Jrom~tto-agency and study-to-study on which <br />one of those we do or botb. ~~~d they coordinate those things with the <br />agencies that are reviewing those studies. . <br /> <br />The Chair said if you mess up, the after is to late. The problem is that along <br />with this subdivision and Moss Creek we have over 3,000 units going in to this <br />area. He said if her figures are right we are going to add more than 40 percent <br />to the traffic volume. The Chair said her study does not mean anything because <br />she is talking about 292 of all of the properties involved; so therefore, it does not <br />help. <br /> <br />Mr. Lentz said he would like to address what Ms. Massey is trying to say. He <br />said she has done a study that says we are going to add four percent to the <br />existing traffic that is out there. He said his opinion is what they did is they went <br />out and found what is the worse case scenario for their development. <br /> <br />Mr. Griffin asked Rodger to explain what he just said. <br /> <br />Mr. Lentz said it's got agate total volume. He said the ordinance asks what is <br />your impact. Her percentage would actually drop if she uses the method the <br />Board is talking about. <br /> <br />The Chair said the fact of the matter is that we have over 3,000 units going in to <br />this area.
