<br />6 <br /> <br />Mr. Lancaster said he still does not see the problem. <br /> <br />Ms. Massey said on page two of that addendum table one has a listing of levels <br />of service and delay at the N.C. Highway 73 and Odell School Road intersection. <br />Existing conditions indicate that improvements are needed. The improvements <br />that would be needed are listed below the table. The two turn lanes that are <br />being provided by North Carolina Moving Ahead project by NCDOT those two are <br />identified as being improvements that are needed. Ms. Massey said there are <br />three others that are shown there below that. A through lane on Highway 73 <br />going east bound a through lane on Highway 73 going west bound and a right <br />turn lane on Highway 73 east bound. <br /> <br />The Chair said that is only one intersection. What about the two other streets. <br /> <br />Ms. Massey asked if he was talking about the two access points. She said they <br />also studied those and those are included in the bpund traffic impact analysis <br />that they had initially studied. Ms. Massey said from a capacity and delay <br />perspective, they appear to be fine. She said they have recommended left turn <br />lanes into both of those access points. NCDOT has also indicated that they <br />would like to see a right turn lane off of Highway 73 into the proposed access. <br /> <br />The Chair said we have this terribl~ _K.-.1. traffic at Odell School Road and <br />Highway 73 and just a quarter'.~~'h9se intersections we have no traffic <br />problems. He asked Ms. Masse~~""e can explain that to him. <br /> <br />Ms. Massey said she can answer that in a couple of ways. First, it is not that <br />there would not be any delay at the coming out of the development. But, there <br />is always going to be delay coming out onto a major road from a stop sign <br />access. <br /> <br />The Chair asked Ms. Massey what is she considering a reasonable delay. He said <br />without stop lights at these two areas, they are not going to get out of it. <br /> <br />Ms. Massey said stop lights actually increase the overall delay for people. She <br />said at these two entrances the main road can function without delay. <br /> <br />The Chair said to Ms. Massey that they did not do their study adequately. <br /> <br />Mr. Griffin said they apparently did the study that they were required to do by <br />the county ordinance. He asked if there is some level of service that apparently <br />drives the improvements. Mr. Griffin said there is a note from NCDOT that says <br />these additional improvements are being driven by the impact of Moss Creek. <br /> <br />['-t <br />
