<br />8 <br /> <br />Mr. Harris said the ordinance is very specific in that there are four items that Ms. <br />Massey, as a traffic engineer, is suppose to look at. He said the report that the <br />Board has in front of them addresses those four items. Mr. Harris said Ms. <br />Massey actually went above herself to another professional engineer. He said in <br />their packet there is an e-mail that states that they do not feel like the impacts of <br />their subdivision would warrant anything above and beyond the left hand turns <br />and the right turn lane that they have required. He said they have readily <br />accepted those improvements and are actually in the process of trying to obtain <br />whatever right-of-ways or whatever they have to do to make that happen. <br /> <br />Mr. Harris said the report shows that there is a current problem. He said they <br />are not denying that. But, they do not feel like they are adding significantly to <br />the problem per the study that they see before them. Mr. Harris said he does <br />not know, other than to ask staff, if they are required to go above and beyond <br />that study. <br /> <br />Mr. Moore said to Mr. Harris that he made the statement that he does not feel <br />c . <br />that they are adding significantly to the problems. He asked if that means that <br />he think that he is indeed adding to theprqblem. <br /> <br />"".' "" <br />Mr. Moore said the bound packetJHiat the' Board received, if he is reading the <br />tables correctly, we have gone from the level of services on the village common <br />street from morning am peak hours from B to E, and pm from a C to E. He said <br />after the improvements we have dropped a level of service. <br /> <br />Ms. Massey said it is an unsignalized stop control intersection and it is very <br />different from a signalized intersection. It is typically for unsignalized stop <br />control approaches to have high delays, not level service E, but like a level <br />service F with a star by it. <br /> <br />Mr. Moore said he did not say anything about signalizing that intersection. He <br />said signals impede the flow of traffic they do not help. Mr. Moore said the point <br />that he is making is that they are dropping the level of service. With the analysis <br />in the book th'e level of service is dropping at that intersection. <br /> <br />Ms. Massey said for the stop control village comment that is correct. She said at <br />the intersection of Highway 73 and Odell School Road, she estimates about half <br />of the traffic from the site is actually going through the intersection. It does not <br />get worse in level of service when you add the site. It stays at C in the morning <br />and at D in the afternoon. Ms. Massey said the whole purpose is to get a grip on <br />what the impact of this site is. She said that is a major intersection and that is <br />where they will focus not at the unsignalized stop control intersection. Ms. <br /> <br />t:-l <br />
