<br />5 <br /> <br />( e) The first responder or agency will only be dispatched to emergency situations in their <br />designated first responder area, unless an emergency situation arises where their assistance will <br />be needed. <br /> <br />(f) No first responder or agency will be allowed to cancel a dispatched ambulance unless a <br />patient release has been obtained by the first responder or unless the call is unfounded. If an <br />ambulance is cancelled, the person canceling must identify himself7herself. <br /> <br />(g) A first responder or agency will be allowed to cancel a rescue unit that has been dispatched to <br />an entrapment or pin-in, if the situation no longer exists~ and no additional transport units are <br />needed. <br /> <br />(h) If rescue is cancelled, the person canceling must identify himself7herself. (h) No more than <br />four first responders per patient shall be at the emergency scene unless the conditions warrant <br />additional first responders. If more than the required number fust responders appear at the scene, <br />they shall: . <br /> <br />(1) Be held in reserve in case their services are required. <br /> <br />(2) Provide traffic control. <br /> <br />If at any time a county emergency medical service vehicle arrives on the scene before the first <br />responder, they may, at their discretion, cancel the first responder en route or slow their <br />response. <br /> <br />(Ord. of 12-7-92(2), ~ 7) <br /> <br />Sec. 26-58. Standards for patient care by first responder agency and the first responder <br />member. <br /> <br />(a) At the scene of an emergency, the first responder agency shall administer basic life support <br />and first-aid, including the taking of vital signs, to the sick or injured in a way that is consistent <br />with the level of state medical responder training set forth. <br /> <br />(b) At the scene of the emergency and prior to the ambulance provider's arrival, the senior first <br />responder shall be in control of the emergency victim's care provided by that agency and its <br />members. <br /> <br />(c) Upon arriving at the scene of the emergency, the crew on the EMS ambulance shall assume <br />control of the victim's care. <br /> <br />(d) The EMS ambulance crew shall, at their discretion, release the fust responders when they <br />feel their service is no longer needed at the emergency scene or may request one or more first <br />responders to assist in the transportation of the patients to the hospital. <br /> <br />( e) The first responders shall act in a professional and courteous manner at all times when <br />administering care to patients. <br /> <br />(f) The first responders and the first responder agency shall be liable for their actions pertaining <br /> <br />~'IS <br />
