Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Recommendation of Youth Athletic Sponsors for Three New School/Park <br />Sites (Pitts School Road Elementary, Bethel Elementary and Kannapolis <br />Middle School) <br /> <br />Cabarrus County Parks and Recreation Department's current joint use agreement with <br />Cabarrus County and the City of Kannapolis Boards of Education allows the <br />Department's sponsored activities second priority use of all school facilities. According <br />to this agreement, all other groups or agencies have third priority use of all school <br />facilities. <br /> <br />Cabarrus County Parks and Recreation Department is committed to a partnership with <br />all of the countywide volunteer youth organizations and the local municipalities. In order <br />to co-sponsor with the Cabarrus County Parks and Recreation Department, each <br />volunteer youth organization shall adhere to certain minimum legal requirements as part <br />of the co-sponsorship agreement. This co-sponsorship identifies the responsibilities of <br />the volunteer youth organization as well as responsibility of Cabarrus County Parks and <br />Recreation Department. <br /> <br />On the issue of co-sponsorship of a new school/park by municipality, the Department <br />will recommend that the municipality may assume the coordination and sponsorship of <br />the new site. The municipality may elect to determine their desired level of services to <br />the residents. The municipality may approve to provide program supervision, payment <br />of utilities, operate concessions, collect youth athletic registration fees, etc. <br /> <br />Prior to the opening of the new school/park youth athletic facilities to the public, <br />Cabarrus County Parks and Recreation Department recommends potential <br />organizations for new sites. The following are recommendations for the three new <br />school/park sites: <br /> <br />1) New Kannapolis Middle School - City of Kannapolis Parks and Recreation <br />Department <br />2) Pitts School Road Elementary School- Harrisburg Youth League <br />3) New Bethel Elementary School- Bethel Athletic Association <br /> <br />On Thursday, March 17,2005, the Cabarrus County Parks and Recreation Commission <br />formally recommended the above organizations for the three new school/park sites. <br /> <br />1="-t<a <br />
