Commerce
Department

Memo

To: Board of Commissioners
From: Jonathan B. Marshall, Commerce Director
cc: John D. Day, County Manager
Date: May 16. 2005
Re: Christenbury Land Investments Consent Agreement

This consent agreement is for a mixed use development approved by the City of Concord. There are a
number of issues related to this consent agreement that may affect your review of it. The following are
some of these issues: '

. This development will gain primary access from Christenbury Parkway. County staff along with
NCDOT and private property owners began work on this road project over 3. years ago. The
property owner, Christenbury Farms, has dedicated the right of way for this project without
cost. The estimated value of this donation is $1.5 million. The project is now under
construction.

. The Board of Commissioners considered and approved an additional donation to the road
project from the property owner in June of 2004. As part of this approval, the Board agreed
that the contribution (up to $200,000) would be credited to adequacy fees for the development
of the property. That donation will be necessary to complete the road project.

. The proposed development is a mix of residential housing types and a neighborhood
commercial area. There is also additional land owned by Christenbury Farms on the south
side of the new road project that is planned for non-residential uses.

. The property developer has 'been working with the City of Concord to site a new fire station
within this project area. They have indicated that the station could be constructed to
accommodate a County EMS station in the future.

Representatives of the property owners and the property developers will be present at the meeting to
provide additional details about each of these issues.

E-4
