Day, County Manager <br />Date: May 16. 2005 <br />Re: Christenbury Land Investments Consent Agreement <br /> <br />This consent agreement is for a mixed use development approved by the City of Concord. There are a <br />number of issues related to this consent agreement that may affect your review of it. The following are <br />some of these issues: ' <br /> <br />. This development will gain primary access from Christenbury Parkway. County staff along with <br />NCDOT and private property owners began work on this road project over 3. years ago. The <br />property owner, Christenbury Farms, has dedicated the right of way for this project without <br />cost. The estimated value of this donation is $1.5 million. The project is now under <br />construction. <br /> <br />. The Board of Commissioners considered and approved an additional donation to the road <br />project from the property owner in June of 2004. As part of this approval, the Board agreed <br />that the contribution (up to $200,000) would be credited to adequacy fees for the development <br />of the property. That donation will be necessary to complete the road project. <br /> <br />. The proposed development is a mix of residential housing types and a neighborhood <br />commercial area. There is also additional land owned by Christenbury Farms on the south <br />side of the new road project that is planned for non-residential uses. <br /> <br />. The property developer has 'been working with the City of Concord to site a new fire station <br />within this project area. They have indicated that the station could be constructed to <br />accommodate a County EMS station in the future. <br /> <br />Representatives of the property owners and the property developers will be present at the meeting to <br />provide additional details about each of these issues. <br /> <br />E-4 <br />
