<br />Planning and Zoning Commission Minutes <br />April 21. 2005 <br /> <br />Paae 5 <br /> <br />There being no further comments Mr. Hill MOTIONED to deny Petition C05- <br />05(5), seconded by Mr. Starnes. The vote was unanimous. <br />Petition C05-05(5) Denied <br /> <br />Mr. Lentz said with that vote he would suggest that the board give the applicant <br />the opportunity to withdraw his petition for rezoning, Petition C05-01(R). <br /> <br />The applicant withdrew Petition C05-01(R). <br /> <br />The Chair introduced the second item on the Agenda, Zoning Text Amendment, <br />Petition C05-01(ZT): <br /> <br />2. Applicant: R. Donald Browder <br />Request: Zoning Text Amendment <br /> <br />Mr. Lentz stated to the board that Mr. Browder and the buyer came to the last <br />meeting where they were in discussion of buying the property on Mt. Pleasant <br />Road. They wanted to buy the building and make it into a contractor storage <br />yard. The A-O district in which it is located does not permit that. He said at the <br />board's direction staff has developed a text amendment that they can review and <br />take action upon. Mr. Lentz went over the zones permitted based on standards <br />for the board. He said he did not advise the property owner to come tonight <br />because he lives in Johnson City. Mr. Lentz said they talked about this and he <br />seems to think this was fine and wanted to move forward with it. He said it is <br />not for just this property it would be for the entire A-O zone. <br /> <br />Mr. Hill asked Mr. Lentz to define outside storage again. <br /> <br /> <br />Mr. Lentz said we are talking about outside storage areas including dumpsters. <br />They will have to be located behind the rear wall of the building located within <br />the required setback. It will have to be enclosed with a fence six foot high and <br />screened from adjacent property with vegetation at a Level 2 buffer yard, which <br />is our middle buffer yard. The outdoor storage area could not exceed 10,000 <br />square feet. Only temporary storage of large construction vehicles is permitted <br />and we define that as being the larger than the 10,000 square feet. Those <br />would have to be in outside storage areas or in the building. Any outside <br />storage area needs to be at least 50 foot from adjacent property lines. Mr. Lentz <br />said that is the definition and standards for outdoor storage. <br /> <br />G--~ <br />
