<br />Planning and Zoning Commission Minutes <br />Aoril 21. 2005 . <br /> <br />Paoe 34 <br /> <br />Board of Commissioners has instructed staff to pursue with entail. The actual <br />text amendment that is before them removes the language from the ordinance. <br />Right now the ordinance defines the make-up of this board. Rather than do it <br />that way the commis$ioners instructed staff totake that out. In the future the <br />make-up of the planning board be policy of the Board of Commissioners. Mr. <br />Marshall said the ordinance will reference the planning board and its functions <br />with the make-up of the board and the policy with that will simply be a policy <br />issue for the Board of Commissioners and only considered by the commissioners. <br />He said as it is now, it is a text amendment that this board will have to consider <br />and provide a recommendation to the Board of Commissioners on it. Currently, <br />as this board is awar~ we have the district membership based on townships. In <br />addition, we have at-large and our alternate members are all at-large. This is <br />proposing that the di$trict membership be by planned area instead. Our plan <br />areas are inclusive of It he towns of Mt. Pleasant, Midland and Harrisburg. They <br />do not include the towns of Kannapolis and Concord, although we have some <br />planning jurisdiction overlapping the adopted plans, they do not include the <br />heart of those. The proposal is you have the five planned areas represented by <br />an individual and then you would also have one from Concord, one from <br />Kannapolis, two at-Ia~ge members and the three alternates would remain at- <br />large. Mr. Marshall. said In addition the commissioners asked staff about <br />expertise of board members. They have been lobbied by some individuals with <br />expertise to have at least a preference for that. So, if you had two individuals <br />who are from the Mt.. Pleasant township and one had expertise that would be <br />beneficial to the board, then there would be a preference for that selection, but <br />not a requirement. Mr. Marshall said to the board the included maps in their <br />packets is the existing fset-up and the proposed set-up. <br /> <br />Ms. Burns asked is this going to give Concord and Kannapolis a vote on what <br />happens in the uninconporated areas of the county. <br /> <br />Mr. Marshall said the Board of Commissioners will still appoint these individuals, <br />but the individuals will: come from these areas. There can be an individual from <br />the incorporated area ~rom Concord who will sit on this board. He said this is not <br />different, we have hadiindividuals from Concord and Kannapolis sit on this board. <br />He said it will be a ci~izen representative who would fall within this area. Are <br />they an advocate for t~at area? He said he think they are that is the reason we <br />have district represent~tion. <br /> <br />Ms. Burns said she understands that.
