<br />Planning and Zoning Commission Minutes <br />April 21. 2005 <br /> <br />Page 35 <br /> <br />Mr. Marshall said again he would have to speak for the individual. They would <br />represent that area and the concerns of that area. Are they representing the <br />City Council and directives of the City Council? No, they are representing the <br />concerns of that specific area. <br /> <br />Mr. Hill said to take this to word to say that each and every commissioner can <br />change this board anytime they feel like it is ridiculous. <br /> <br />Mr. Griffin said if you have the power to make an ordinance you can change it. <br /> <br />The Chair said if we change this ordinance to a new layout what is going to <br />happen when this board does not layout properly. Are we going to appoint new <br />people and let some people go or how is that going to be handled? <br /> <br />Mr. Marshall said the change over will require the appointment of a whole new <br />board. Everyone will have to be reappointed. Every individual on this board can <br />reapply, but there will be no automatic carry over. There will be an appointment <br />of a new board, which mayor may not include all the members of this board. <br /> <br />Mr. Moore said if all the members turned in their resignation there would be no <br />questions, would there. They could do what they wanted to do. <br /> <br />Mr. Marshall said there is still an ordinance amendment. Again, the make-up of <br />the planning board is included in the ordinance. They have to act on the <br />ordinance amendment to make this change. <br /> <br />Mr. Griffin said he do have a little difficulty with spelling out the kind of <br />experience that the commissioners expect to be useful to the board. He said he <br />would prefer for it to be more generic and say pretty much what he just said. <br />The experience of an individual will be taken into account when choosing people <br />for this board. <br /> <br />Mr. Moore said the make-up of the board ought to include people who were born <br />and raised here and people who came here in the last x number of years. In <br />general, it ought to include representative make-up of the County of Cabarrus <br />and that should include farmers, engineers, and real estate people. <br /> <br /> <br />Mr. Divine said this does not sit real well with him at all. <br /> <br />G.6 <br />
