<br />Planning and Zoning Commission Minutes <br />Aoril 21. 2005 <br /> <br />Pa<;Je 36 <br /> <br />Mr. Marshall said for seventeen years he has seen a lot of board members with <br />different expertise. He said in the past without spelling it out, the board had <br />done just that. They have had real estate, developers or engineers that they <br />had preference for. He did not find, when he was asked to look into this, anyone <br />who said this slot has to be an engineer, this slot has to be an architect and this <br />one has to be homeowners association. What the commissioners are asking for, <br />among other decisions they are making, looking for people who has shown an <br />interest and have sonie expertise In some fast and broad range dealing with land <br />use. Mr. Marshall saiq because what you do is technical and important. <br /> <br />Ms. Burns said these people have been free to come forward. <br /> <br />Mr. Marshall said indi~iduals do come forward and apply for this particular board <br />because of their interest and because they have knowledge of the land use <br />process. <br /> <br />Mr. Hill said he thinks this whole mess is bad for the county because it allows the <br />commissioners at will to dump the board and start again. He said we have never <br />had that before. Mr. Hill said he would personally make a MOTION to deny <br />Petition C05-03(ZT), s~conded by Mr. Starnes. The vote was unanimous. <br />Petition C05-03(ZT) Denied. <br /> <br />The Chair asked Mr. Marshall what will the commissioner's do next. <br /> <br />Mr. Marshall said this board will meet before the commissioner's meet again. He <br />said they will be givem a draft copy of the minutes with the board's discussion <br />and vote, then they will deCide on the text amendment. It will go through a <br />public hearing and ea~h of the members are more than welcome to come and <br />state their opinions in person. <br /> <br />Discussion of Traffic! Impact Analysis Proposed Text: <br /> <br />G-B <br /> <br /> <br />Mr. Lentz addressed the board giving credit to Susie Zakraisek, Senior Planner <br />for putting together the improved traffic impact analysis from the four sentences <br />we have now in our ordinance. He said staff has been working with NCDOT to <br />create text to address! transportation issues that is more compatible to that of <br />NCDOT since NCDOT serves as the transportation review agency for Cabarrus <br />County projects. Mr. ~entz said once the text is finalized, it will become part of <br />the package to be presented to the Cabarrus County Commissioners for <br />consideration on June ~O, 2005 at their meeting. <br />
