In community college governance, there is no restriction on <br />the number of terms that a trustee can serve regardless of whether that trustee is <br />appointed by the governor, the school board, or the commissioners. The only criterion <br />higher education governance uses in addressing terms of appointment is that the trustee is <br />effective in the role. If the trustee is effective, there should be no limit as long as the <br />trustee is effective. If the trustee is not effective, even one year is too long. Although the <br />Cabarrus policy on term limits for other boards may be quite reasonable and serve a good <br />purpose, they are inconsistent with higher education procedures for governance. If the <br />$34 million budget for Rowan-Cabarrus Community College came entirely from <br />Cabarrus County, there might be justification for applying the Cabarrus term limit policy <br />to our board of trustees, even though it is an autonomous board. However, the Cabarrus <br />Commissioners support only Cabarrus facilities as Rowan Commissioners support <br />Rowan facilities. The local budgets of both Rowan and Cabarrus counties comprise a <br />small portion of the overall RCCC budget. The long-term policy of the Rowan Board of <br />Commissioners recognizes that the RCCC Board is autonomous and in a different <br />relationship to the Commissioners than others. Thus, the Rowan Commissioners have <br />never tried to exert control or constraints over the RCCC Board including appointments. <br />This has also been the case in Cabarrus County where many trustees such as Ben Mynatt, <br />Phil Smith, and others served many years without restriction. This continuity and <br />stability in governance has been essential to the effective bperation of this college. <br /> <br />Also attached are copies ofthe application form for appointment that Cyndie Mynatt and <br />Irvin Newberry completed at the time of their initial appointments. <br /> <br /> <br />Ray E.
