<br />Public meetingslwere held in Cabarrus, Lincoln and Mecklenburg Counties. <br />during November 2003 land March 2004. The planning team's work was guided bya <br />steering committee comprised of COG and representatives of all municipalities or <br />counties having land us~ planning jurisdiction over property along the Corridor, as well <br />as representatives ofN(j:DOT and economic development or planning organizations <br />affected by NC 73' s capacity. In addition, the planning team hosted a series of land use <br />planning charrettes witlj the local planning staffs for each of the municipalities and <br />counties having land ust jurisdiction along the Corridor. The planning team also held <br />briefings for the elected officials in each of those communities. <br /> <br />The resulting Pllm consists of maps, drawings and other graphics that are <br />incorporated within a Pian Report. In particular, maps corresponding to various Corridor <br />segments show the existing and proposed land uses for each such segment. These <br />segment maps also display potential improvements to the NC 73 roadway and to roads <br />and streets connected t~ NC 73 and within the Corridor. <br />I <br /> <br />NOW, THERJQFORE, the Parties hereby agree as follows: <br /> <br />1. Current Land Uses~ Each county and municipality commits to accept and abide by <br />the component of the Plan that falls within its land use jurisdiction (including its extra- <br />territorial jurisdiction) 410ng the Corridor. The relevant component ofthe Plan for each <br />county and municipality is attached to this Memorandum, and is incorporated herein. <br /> <br />2. Inducements to OtUer Parties: Each county and municipality understands that its <br />commitment to its resp+ctive component of the Plan has induced the other counties and <br />municipalities to make like commitments for their respective segments ofthe Plan insofar <br />as that Party has jurisdibtion over the land uses within its Plan segment. Based on this <br />understanding, each co~ty and municipality commits its best efforts to maintain its land <br />use designations as sho~ in its respective segment of the Plan. <br />! <br />i <br />3. Future Collaborati4n Among Parties: The Plan designates certain areas along the <br />Corridor where further planning is needed. In most cases, those areas require <br />collaboration among vl\rious counties and municipalities where their land use jurisdiction <br />boundaries converge. !In such cases, each county and municipality commits its best <br />efforts to undertake tha~ collaborative planning, including providing direction to its <br />planning staff and! or c~nsultants engaged for such planning purposes. At the <br />conclusion of any suchjcollaborative planning process, each county or municipality <br />commits to adopt and ~ide by the land use ordinances determined appropriate and <br />consistent with the Corjidor Plan. <br />, <br /> <br />4. Council of Planning: The Parties agree that periodic reviews of the land uses and <br />public investments aloqg the Corridor will be required over time. In the spirit of <br />effective collaboration !md prudent long range planning, the Parties agree to establish a <br />Council of Planning fot the Corridor. This Council shall be comprised of at least one <br />representative knowle~lgeable in regional planning issues from each Party.
