I COMPONENT SUMMARY CONTINUED (attach for each component) <br />Areas of Concern Discuss any areas of concern that could affect success. <br />The primary area of concern for the Teen Court Program is funding to support a full time position for a Volunteer <br />coordinator. This position would assist the Teen Court Coordinator in supporting viable community service for the <br />youth offenders. Community service is a major component of the program. The Volunteer Coordinator would work to <br />establish a bonafide list of community service worksites, complete all community service documentation, work with <br />youth offenders and make certain thev have transoortation to and from the community service worksites. <br />Documentation List the data elements or records to be maintained: A) in confidential files to document <br />compliance and Bl to document each measurable obiective. <br />Obj 1 - Intakelcompliance spread sheet, monthly activity report, Client Tracking and monthly report to DJJDP. Obj 2 - <br />Client Tracking report along with written reports from the Department of Juvenile Justice Intake Counselor. Obj 3 - <br />Parental and Youth Exit evaluations and surveys on file for 2 years. Obj 4 - Contact with School Asst. Principal, <br />Guidance Counselor, Resource Officer or Behavioral Management Technican (whichever is applicable at each <br />school). Obj 5 - Contact with school attendance office, guidance counselor or social worker to secure attendance <br />record and academic record for improvement. Obj 6 & 7 - review Teen Court volunteer data base and update <br />monthlty; communicate with youth offenders the opportunity available to continue with Teen Court; recruit new youth. <br />and adult volunteers from community. <br /> . <br />Treatment Element Describe what the component will do to redirect inappropriate youth behavior or how the <br />component will impact inappropriate behavior. <br />The goals and Objectives of Teen Court is to reduce crime committed by middle and high school students in local <br />communities served by our program. Our goal is to redirect inappropriate youth behavior by educating the youth <br />offender and parent/guardian about the functions and operations of the judicial system. Provide a meaningful forum <br />for youth offenders and volunteers to develop competencies,i.e., communication, team work and respect. Sttengthen <br />the family unit through community tesource referrals. i.e., anger management or druglalcohol counseling. Empower <br />youth offenders and volunteers to be accountable for their actions. For youth offenders to remain at home with their <br />parents~n Court suoervision. . <br /><3. '-A31 COMPONENT NARRATIVE (attach for each component) <br />Component Narrative (attach for each component) <br />(1) Describe the physica/facillties, including the address, in which the services will be delivered. If services are <br />delivered at multiple locations, please include Information for all locations. <br />The Cabarrus County Mediation Center, Inc. and Teen Court Program is located in the Cabarrus County Courthouse, <br />Third Floor, 77 Union Street S., Concord, North Carolina. The office space used is an in-kind donation from the <br />County. The office is handicapped accessible. Program participants come to the office for Intake interviews and <br />mediation. Teen Court sessions are held on the third floor in court rooms four and five. The courtrooms are <br />handicapped accessible. <br />(2) Identify paid or volunteer staff qualifications, (certifications, degrees, work experience) and their responsibilities <br />relative to this comoonent. . <br />The Executive Director for the Center is Jessie Blackwelder. The Director serves, tracks, funds, interacts with the <br />Teen Court participants and parents, helps with funding, and reporting. The Director participates in community , <br />education about the benefits and services Teen Court provides. Mrs. Blackwelder is a former educatorladministrator <br />with Cabarrus County Schools. She has been with the Center for five years. She is a certified mediator for the state of <br />North Carolina and handles Criminal Mediation for Cabarrus County District Court. Cynthia Seaforth is the Teen Court <br />Coordinator. She is responsible for the day-to day management of the program. Cynthia is a graduate from Pfeiffer <br />University with a dual degree in Organization Communication and Liberal Arts. She has been with Teen Court for 2.5 <br />years. The Coordinator is also a Certified Mediator through the state of North Carolina and has completed the <br />mandatory required hours. The Coordinator is responsible for maintaining accurate records, educating the public <br />about Teen Court, solicit new community service sites and monitor existing sites for compltance with our needs.
