Each member of the TAC shall <br />be responsible for representing the positions of their respective units of general <br />purpose local government. <br /> <br />h. The TAC shall review, approve and endorse changes to the Federal-Aid Urban <br />System and Boundary. <br /> <br />1. The TAC shall review, approve, and endorse a Prospectus for transportation <br />planning which defines work tasks and responsibilities for the various agencies <br />participating in the transportation planning process; and <br /> <br />J. The TAC shall review and approve related air quality planning in conformance with <br />federal regulations should the Planning Area become designated non-attainment for <br />air quality. <br /> <br />k. The TAC shall consider the following in the development of the transportation plan: <br /> <br />I. efficient use of existing transportation facilities <br /> <br />2. consistency of transportation plans with Federal, State and local <br />energy conservation plans <br /> <br />3. land use and transportation plan interactions <br /> <br />4. the need to relieve and manage congestion <br /> <br />5. progrannning expenditure of transportation enhancement funds <br /> <br />6. airports, intermodal transportation facilities, major freight routes, <br />national parks, recreation areas and historic sites <br /> <br />7. urban and rural route connectivity <br /> <br />8. transportation management systems where appropriate <br /> <br />9. preservation of rights-of-way for future transportation needs <br /> <br />10. life cycle costs in the design of bridges, tunnels and pavement design <br /> <br />11. social, economic, energy, and environmental impacts of <br />transportation decisions <br /> <br />12. transit services <br /> <br />r-~B <br />
