<br />AGREEMENT NO. 4-20-05 <br />page 5 of11 <br /> <br />9. The T AC shall meet as often as it is deemed appropriate and advisable, and shall elect a <br />Chair and Vice Chair annually beginning with the first scheduled meeting of each <br />calendar year. For each odd-numbered year, the TAC Chair will represent a jurisdiction <br />from Cabarrus County and the TAC Vice Chair will represent a jurisdiction from Rowan <br />County. For each even-numbered year, the T AC Chair will represent a jurisdiction from <br />Rowan County and the T AC Vice Chair will represent a jurisdiction from Cabarrus County. <br />The TAC Vice Chair will serve in the TAC Chair's absence and also automatically become <br />the T AC Chair in the next calendar year. <br /> <br />10. The TAC will alternate meeting sites between a central location in Rowan County and a <br />central location in Cabarrus County. <br /> <br />11. The TAC will be responsible for carrying out the provisions of 23 U.S.C. 134; and <br />Sections 5(1) and 8(a) and (c) of the Federal Transit Act of 1964 as amended, 49 U.S.C. <br />1604(1) and l607(a) and (c); including: <br /> <br />a. The T AC in cooperation with the State, shall be responsible for carrying out the <br />urban transportation planning process specified in the U.S. Department of <br />Transportation program manuals. It shall review, develop, and endorse the Planning <br />Work Program, the Transportation hnprovement Program, and the Transportation <br />Plan, which includes such documents as the Urban Area Thoroughfare Plan, <br />Bicycle/Pedestrian Plan, Transit Development Plan, and Airport Master Plan. <br /> <br />b. The TAC shall annually review and approve the Planning Work Program and bi- <br />annually review and approve the Transportation hnprovement Program and ensure <br />they are in compliance with the Transportation Plan. <br /> <br />e. The TAC shall also review, approve, and endorse amendments to the Planning Work <br />Program, the Transportation Plan and the Transportation hnprovement Program. <br /> <br />f. The TAC shall review and endorse a priority list bi-annually. Members from the <br />Division 10 portion of the Cabarrus Rowan MPO will only vote on projects on the <br />Division 10 list and members from the Division 9 portion of the Cabarrus Rowan <br />MPO will only vote on projects on the Division 9 list. The City of Kannapolis can <br />vote on both lists since it is located in both NCDOT Highway Divisions. This <br />voting scenario will remain in effect until NCDOT designates both Cabarrus and <br />Rowan Counties in the same Highway Division. The T AC will retain the option of <br />developing a separate list of regionally significant projects that are important to <br />members in both NCDOT Highway Divisions. <br /> <br />g. The TAC shall have the responsibility for keeping boards of general purpose local <br />government informed of the status and requirements of the transportation planning <br />process; assisting in the dissemination and clarification of the decisions, <br /> <br />F..I13 <br />
