<br />July 28, 2005 <br /> <br />Susie Bonds <br />Clerk to the Board <br />Cabarrus County Board of Commissioners <br />PO Box 707 <br />Concord, NC 28026 <br /> <br />Dear Ms. Bonds, <br /> <br />Commissioner Joni Juba suggested that I contact you to secure a speaking opportunity before <br />the Board of Commissioners on August 15. My agenda item will be a report on Concord <br />Retirement Center. 166 Union Street North. <br /> <br />There are several other interested parties which I anticipate attending with me including <br />Hillary Kaylor, Regional Ombudsman, Centralina Area Agency on Aging, Gail Hall and <br />Joanne Yurchison, my team members on the Cabarrus County Adult Care Home Community <br />Advisory Committee (CAC) and possibly several neighbors of this facility. By copy of this <br />letter, I am making Jim Cook, county DSS commissioner, Concord Mayor Scott Padgett and <br />Concord Chief Hamilton aware of this agenda item as they have been involved in our efforts <br />regarding this home. <br /> <br />I will present a brief history of the ongoing problems with this adult care home from the <br />oersoective of the CAC. Also, I will be asking the commissioners for "action items" <br />including: <br />. Draft letters to the Governor, state Division of Facility Services and our state <br />legislators strongly recommending that action be taken to: <br />. close Concord Retirement Center, and <br />. review and revise current adult home regulations with the intent to upgrade the <br />minimum standards that all facilities currently operate under and eliminate any <br />"grandfathering" clauses exempting currently licensed facilities from <br />complying with any new standards; <br />. Include in the letters that the state DFS support the Cabarrus Department of Social <br />Services in its monitoring responsibilities and provide a quick and thorough response <br />to compliance problems brought to DFS's attention by local DSS and the CAC; <br />. Invite the county commissioners to make a yearly visit to all LTC facilities in the <br />county (skilled nursing and adult care) with the CACs; <br />. Point out the ongoing shortage of volunteers and invite the county commissioners to <br />make recommendations of persons who might be willing and interested in serving on <br />the Cabarrus County NH and ACH CACs. <br /> <br />G- d-. <br />
