Easley <br />Office of the Governor <br />20301 Mail Service Center <br />Raleigh, NC 27699-0301 <br /> <br />Dear Governor Easley, <br /> <br />We are the Cabarrus County Adult Care Home Community Advisory Committee (CAe) <br />volunteers, appointed by Cabarrus Co. Commissioners to serve as a citizen advocacy voice for <br />the residents of assisted living facilities in this county. Our group has been visiting Concord <br />Retirement Center. 166 Union Street North. Concord for over six years and has observed and <br />documented a steady decline in the residents' quality oflife and care. It is so intolerable (in <br />our opinion) that we are turning to you for assistance. <br /> <br />No matter how many reports we submit which describe the same, deplorable conditions and <br />disregard for resident rights and dignity, the management at this facility has neglected to <br />address our concerns. Also, we question the efforts of the State Division of Facility Services <br />which allows this licensed adult home to continue to operate. <br /> <br />The following summarizes our observations as documented over several recent visits: <br /> <br />Resident Rights/Overview of Resident Status <br /> <br />. Ongoing concerns about a bedridden. paralyzed resident (in an "assisted" living <br />facilitv!!). He alleges that he is not gotten out of bed nor bathed regularly, not assisted <br />with personal care and other indignities. This quadriplegic man would be at risk <br />should there be a need to evacuate the building in an emergency. <br />. Absentee administrator. We have not seen her at all this year. When we ask staff, they <br />state they "never know when she'll show up." We attribute many of the problems in <br />this facility to a lack of administrative presence (or interest??). <br />. Staff do not appear to respond to or interact with residents who have difficulty <br />communicating or making their needs known verbally. <br />. Several residents disheveled looking--hair not combed, mismatched clothing, etc. <br />. Resident states he witnessed staff member "threatening" physical harm to another <br />resident; others state staff are verbally abusive to them. <br />. Residents distressed that "no snacks or drinks" are allowed in their rooms - such <br />prohibition is posted on every door. [Governor, this is their HOME; most assisted <br />living facilities we visit allow small refrigerators, even small microwaves in residents' <br />rooms.] <br /> <br />Resident Services <br /> <br />. Lack of any meaningful activities; most "activities" are just cards/games played <br />between residents and TV. <br /> <br />G-~ <br />
