SEP 8 2005

NCO~

ECONOMIC DEVELOPERS ASSOCIATION

August 26, 200S

John Day
Cabarrus County
PO Box 707
Concord, NC 28026-0707

Dear John,

As you know a lawsuit has been filed in North Carolina as part of an overall strategy to eliminate
the use of business recruitment incentives in this state. NCEDA is not taking this challenge
lightly.

As part of the association's continued outreach efforts to support our state's existing economic
development policies, NCEDA commissioned a poll last month to determine North Carolina
voters' views on economic development incentives and other emerging issues.

The poll results came back very favorable for incentives. The poll showed that by a two to one
margin. North Carolinians support offering companies economic development incentives like tax
credits to locate in the state. Additionally, nearly 75% believe the General Assembly and
Governor, not the courts and judges, should have the authority to decide whether or not to use
incentives.

Those of us on the frontline know how crucial economic development tools are to recruiting new
industry and encouraging existing industry to expand. It is imperative that we continue working
together in our efforts to bring jobs to North Carolina.

Sincerely,

~M;[J;l.,

Scott Millar
President
NCEDA

c"'.l

l'"
