<br />Resolution No. 2005-_ <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br />RESOLUTION <br /> <br />WHEREAS, Cabarrus County is facing a rapidly changing economy, <br />unprecedented growth and diversification of its population; and <br /> <br />WHEREAS, both the state and federal government have increasingly pushed <br />the responsibility to fund mandated human services and education on local <br />government; and <br /> <br />WHEREAS, these factors have combined to increase the burden on the Board <br />of Commissioners of Cabarrus County to meet the needs of its citizens; and <br /> <br />WHEREAS, county government in North Carolina has the statutory <br />responsibility to provide for public health and human services within its jurisdiction; <br />and <br /> <br />WHEREAS, county government in North Carolina also has the statutory <br />responsibility to provide funding for a considerable portion of the public school budget <br />within its jurisdiction, in addition to providing for the construction of school buildings; <br />and <br /> <br />WHEREAS, the Board of Commissioners of Cabarrus County has recognized <br />the need, along with the key human services providers and educators in the county, <br />that greater collaboration and coordination will lead to greater success in addressing <br />human service and educational needs. <br /> <br />THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners: <br /> <br />1. Invite other local government human service providers, educators, stakeholders, <br />and other institutions involved in meeting human and educational needs in <br />Cabarrus County to join with the Cabarrus County Board of Commissioners in <br />developing a long range, community wide effort to improve the prosperity, <br />educational achievement, and health of the community by addressing the issues <br />that lead to poverty, poor health, crime and barriers to creating community <br />wealth through collaboration and integration of effort that cuts across jurisdictional <br />and service provision boundaries; and <br /> <br />E -2 <br />
