This is a grant and user fee funded program
with a successful history dating to 1996. The evaluative data from our sites lead the state
in student academic achievements. When asked, students responded that classroom
homework assistance was one of the most important components of our program with a
100% of the Cabarrus 4- H SOS members raising at least one grade in one course each nine
(9) weeks. Our cumulative data indicate that 57% of the participants lived in a single-
parent household and 59% were eligible for free or reduced-price lunch.

We are requesting this reclassification due to the program growth. Last year at this time,
we had 29 students on the roll at all three sites and currently we have 68 in attendance daily
with more arriving on a regular basis. We look forward to generating new youth program
initiatives and we need one person in this office tracking and reporting all grants to our
funding partners. We seek to continue with these very important educational afterschool
programs and need the support of grant and private money to make that happen. This
position will be funded with grant carry forward money we have been accumulating in the
general fund. Creating this professional position will allow us to enhance the program and
leverage additional support. The current program director is looking to retire in a year and
I am trying to position this program for that retirement. In addition, we are working to
create better programs for the youth and families in our community. We understand that
this position will exist using state funds and when the funding is no longer available this
position will be deleted. Thanks for your support of this reclassification.

Sincerely,

(JVMolt~

Deborah G.
