<br />addition of five more Social Worker positions. To add five Social Workers, it will <br />be necessary to add a Supervisor as well (to meet standards), though State <br />funding is not provided for that. Our caseloads now average 12 cases, so that <br />the additional staff is indeed required to reduce the average to 10 cases per <br />worker. The funding is available "up front" for FY06. Once the County indicates <br />it will use the funding, the State will send it as a grant. <br />Our computation shows that the funds available will cover essentially all <br />costs for six positions this year, 86% in FY07, and 73% in FY08 forward, not <br />accounting for inflation. (In reality, the Supervisor will not be charged to this <br />State funding, so that the State funding will cover a higher percent of the cost of <br />the Social Workers for a longer period.) The annual cost for salary and benefits <br />for the five Social Workers and one Supervisor will be $316,654. For the current <br />year, we would use $192,224 for the six positions, leaving $40,331 from funds <br />received in FY06 for use in FY07. This would provide us a total of $272,886 in <br />FY07 (e.g., 86% of total annual costs.) In FY08, we would have the State <br />allocation of $232,555 to fund the $316,654 total annual cost (e.g., 73%.) <br />We have a plan for providing space and equipment to these six positions, <br />if approved by the SOC. This involves, in part, the outstationing of some <br />additional Income Maintenance Caseworker positions at the County <br />Transportation Office on Sranchview, as already planned. We will rearrange <br />some internal space assignments as well. We will delay surplusing some <br />existing computer equipment to assign computers to these new staff. <br />We must submit documents reflectinq the Countv's acceptance of this <br />fundinq bv 9-9-05. (See the enclosed State letter entitled "Staffing Allocations".) <br />This requires the sign-off of me, you, and Robert Mathis. It would be appropriate <br />to have a sense, before 9-9-05, of the BOC's intentions for the 9-19-05 meeting <br />in relation to this item. <br /> <br />Reauest <br /> <br />I am requesting that the Soard of Commissioners authorize the <br />establishment of five Grade 70 Social Wor.ker IA T positions and one Grade 73 <br />Social Work Supervisor III position for the County's Child Protective Services <br />Program effective 11-18-05, the earliest date we could employ staff assuming <br />approval 9-19-05, and a period of recruitment.
