Beal, Director <br />Carmen Hooker Odom, Secretary (919) 733-3055 <br /> <br />August 24, 2005 <br /> <br />Dear County Director of Social Services in <br />Alleghany, Anson, Beaufort, Cabarrus, Columbus, Forsyth, Gaston, <br />Hoke, Lenoir, Madison, McDowell, Robeson, Rockingham, Rowan, <br />Rutherford, Stokes, Wayne, and Wilkes Counties <br /> <br />Subject: Child Welfare Staffing Allocations/Multiple Response System <br /> <br />Attention: Child Welfare Program Managers <br />DSS Fiscal Officers <br /> <br />The North Carolina General Assembly has recently appropriated the sum of $2 million <br />dollars to the Division for the purpose of hiring additional child protective services <br />workers at the local level. The intent of the General Assembly in appropriating these <br />funds is to reduce the caseload ratios per child protective services worker in order to <br />support the expansion of the Multiple Response System to all counties. The General <br />Assembly has stipulated that these funds be used to expand the Multiple Response <br />System to counties which have not implemented the program. <br /> <br />In collaboration with members of the North Carolina Association of County Directors of <br />Social Services. the Division has devised a formula for the dispersal of these funds to <br />county departments of social services not yet implementing MRS. Using the January <br />2005 staffing survey, the formula takes into consideration child welfare staffing levels at <br />one CPS worker per ten families for Investigative/Family Assessments and Case <br />Planning/Case Management cases. In combination with the 89 new positions <br />established with last year's appropriations, the current appropriation allows most <br />counties in North Carolina to reach a staffing ratio of 1: 1 0 in Child Protective Services, <br />based on the staffing survey. <br /> <br />The allocations have been finalized and are attached. Counties projected to receive <br />these funds should review the attached Terms and Conditions document, sign and <br />return it to the Division along with the agency's organizational chart in effect July 1, <br />2005. Once the documents have been received and reviewed, the Division will request <br />the Controller's Office to release the funds via Electronic Funds Transfer for those <br />counties. <br /> <br />An Equal Opportunity!
