Easley, Governor

Robert Lee Guy, Director

September 7, 2005

John Day
Cabarrus County Manager
Post Office Box 707
Concord, North Carolina 28025

Dear Mr. Day:

This is to provide you with background information and details regarding changes in funding to
the Criminal Ju.tice Partoership Program. You will soon receive notification of the grant award amount for
fiscal year 2005-2006 from Secretary Beck, which will reflect that revised amount, and we wanted to
provide you with an explanation about those changes beforehand.

Senate Bill 622,which was approved on August 13,2005, enacted the state budget for FY 2005-
2006. Section 17.23 of that bill contains numerous provisions, which changes how the funding to counties
participating in the Criminal Justice Partnership Program is established. Some of those changes are
relatively straight-forward and others of which are more complex, and all programs' funding amounts
change from last year's amounts as a result of this bill.

As a reminder, the funding amounts for counties participating in the Criminal Justice Partoership
Program have always been, and will continue to be, based on the following three (3) basic criteria, all of
which have been revised as part of Senate Bill 622.

1. A fixed, equal amount per county, based on the number of counties participating;
2. Each county's share of the state population; and
3. Each county's amount of probation admissions.

Below are the changes which impact the Criminal Justice Partnership Program funding
amounts, effective July 1, 2005.

1. Uses updated (2004) census data. The population previously used was from 1994 census data.

2. Increases the weighting of the fixed equal d ll1ar amount for each county from 20% to 25%.

3. Decreases the weighting of the county share of state population from 60% to 50%.

4. Changes the probation admissions from "supervised probation admissions" to "intermediate
punishment entry rate for the county, using the total of the three most recent years of data
available divided by the average county population for that same period" and increases the
weighting of that from 20% to 25%.

5. Requires that the data used for this funding formula be updated at least once every three years.

Pro1;lation. Intensive. House Arrest. Day Reporting Centers . Impact .
