Marshall, Commerce Director <br />cc: John Day, County Manager <br />Date: November 7,2005 <br />Re: Historic building and site assessment <br /> <br />There has been interest expressed by the Board for the County to increase its role in identifying and <br />protecting historic sites in the County. The following is an outline of how that task may be undertaken: <br /> <br />. The first step would be to examine existing sources to identify historic properties. Planning <br />staff has already met with staff from the Assessor's office to discuss use of the property <br />evaluation database. It is noted in the database when a property owner indicates that a <br />property has historical significance. Another source that is commonly used is the Peter Kaplan <br />book The Historical Architecture of Cabarrus Countv. County Library staff may also identify <br />additional resources. <br /> <br />. Once preliminary identification has been completed, further evaluation of each site should be <br />undertaken. This evaluation should be done by professionals with knowledge and experience <br />in the identification and preservation of historic sites and structures. Similar studies have been <br />perfolTl1ed in the past by both consulting filTl1s and university professors (and students) for <br />limited areas surrounding road and sewer projects. <br /> <br />. The Board may choose to create a historic commission as part of the evaluation process. <br />General Statutes pelTl1it counties to create these commissions and there is no requirement <br />that historic properties be included within an identified historic district which is important since <br />sites within the County would be scattered. <br /> <br />. The Board of Commissioners and/or a historic commission could then create guidelines or an <br />ordinance protecting the identified historic properties and sites. <br /> <br />This outline is for an assessment of limited scope and it may take some time to complete. There is very <br />little staff time available for this project and any increase in scope or if the project needs to be <br />completed in a shorter time frame would require additional staff resources. <br /> <br />G-" <br />
