<br />RESOLUTION <br />LOCAL GOVERNMENT APPROVAL <br />CABARRUS COUNTY C&D LANDFILL <br /> <br />RESOLVED that the Board of County Commissioners of Cabarrus County, hereby grants prior approval for <br />the issuance of a construction and demolition landfill ~ermit by the Division of Waste Management to <br />Cabarrus County in compliance with North Carolina Solid Waste Management Rules 15A NCAC 13B .0504 <br />(1)(e). Said landfill is proposed to be established on approximately 8 acres within the existing permitted <br />boundary of the Cabarrus County Landfill located on Irish Potato Road as shown on the attached map <br />(Sheet C-2 as part of the Permit to Construct Application dated May 2005), which acreage is wholly located <br />within the zoning jurisdiction of Cabarrus County. The Board of County Commissioners hereby approves <br />of the following items related to this proposed solid waste management facility: <br /> <br />1. The service area for this facility shall be the counties of Cabarrus, Mecklenburg, Rowan, and Stanly <br />in North Carolina, including any municipalities located therein. In the case of municipalities that are <br />located in more than one county, only that part of the municipality located within the counties listed <br />previously shall be part of the service area. During FY 2004, the existing Cabarrus County C&D Landfill accepted and disposed of <br />approximately 25,500 tons of C&D waste from Cabarrus County. The proposed expansion to the C&D <br />Landfill will be allowed to accept permitted wastes from Stanly, Rowan, and Mecklenburg Counties, as <br />well as Cabarrus County. The reported FY 2003 C&D waste tonnages from these counties were 31,187, <br />7,594, and 266,464 tons, respectively (includes recycled C&D waste). It is anticipated that the C&D Landfill <br />will receive a relatively small percentage of the C&D waste generated in these other counties since other <br />disposal options are available. The acceptance of C&D waste from these counties, as well as from increased <br />construction and demolition work in Cabarrus County, is expected to increase the annual disposal rate by <br />approximately 10 percent, to about 28,000 tons per year. This estimate however is not intended to limit in <br />any way the amount of C&D waste that may be accepted at the facility from within the service area. <br /> <br />The proposed C&D Landfill Expansion will accept the following waste types as permitted by the North <br />Carolina Solid Waste Management Rules: <br /> <br />a. Land-Gearing Debris as defined in G.5, 130A-290; <br />b. Inert Debris defined as solid waste which consists solely of material that is virtually inert, such as <br />brick, concrete, rock and clean soil; <br /> <br />I=" - 1'5 <br />
