The TIA shall be prepared under the direct charge of, and sealed by, <br />a licensed North Carolina Professional Engineer with expertise in traffic <br />engineering. All work shall be in accordance with NCDOT approved methods and <br />input parameters and shall be of sufficient scope and detail to allow Cabarrus <br />County and the NCDOT to evaluate the impact of the development with regards <br />to roadway capacity and operational and safety improvements that may be <br />needed. <br /> <br />4. . The format and contents of the required TIA shall be established in <br />conjunction with NCDOT and Cabarrus County (see Appendix A). <br /> <br />D. TIA Findings. When the County and the applicant concur that the technical <br />analysis is complete, the report shall be forwarded to the Planning and Zoning <br />Commission. A subdivision improvement agreement detailing the applicant's <br />responsibilities and the County's responsibilities for implementing any mitigation <br />measures shall be prepared, and what, if any, improvements may be assessed <br />against other benefited properties. If the County finds that the proposed <br />development will not meet applicable service level standards, staff shall <br />recommend one or more of the following actions: <br /> <br />1. Reduce the size, scale, scope or density of the development to reduce <br />traffic generation; <br /> <br />2. Divide the project into phases and authorize only one phase at a time <br />until traffic capacity is adequate for the next phase of development; <br /> <br />3. Dedicate right-of-way for street improvements; <br /> <br />4. Construct new streets; <br /> <br />5. Expand the capacity of existing streets; <br /> <br />6. Redesign ingress and egress to the project to reduce traffic conflicts; <br /> <br />7. Alter the use and type of development to reduce peak hour traffic; <br /> <br />8. Reduce background (existing) traffic; <br /> <br />9. Eliminate the potential for additional traffic generation from <br />undeveloped properties in the vicinity of the proposed development; <br /> <br />9 <br />fI- ~ (c) <br />
