Dubois, Deputy County Manager ~' - Subject: Election Equipment Replacement On December 4, 5, and 6th, the Board of Election members and several staff attended the Election conference held at the Sheraton in RTP. The meeting primarily covered all the new rules of elections with demonstrations of the certified elections equipment with which Counties can make their selection from. The conference also introduced the acquisition process for procuring the new equipment. It is a fast tracked process and more so for 13 counties, including Cabarrus, because of being a recipient ofHA V A Title I last year. It has been recommended that these 13 counties proceed quickly by December 31, 2005 through this process in order not to endanger the loss of the HA V A funds received last year totaling $134,043.24. Here are the steps which are to be followed prior to December 31, 2005: (1) Witness demonstration of two types of equipment - Accomplished by Election Board Members on December 5,2005. (2) Select a vendor and voting type - Accomplished by Board of Election Members on December 8, 2005. The vendor selected was ES&S and the voting type is a combination of optical scan for filed use and DRE for one-stop and office use. (3) Send recommendation to County Commissioners - Scheduled for December 19, 2005 (4) Conduct a Public Forum in County- Accomplished on December 12,2005 at the Board of Election Office between lOam and 12 noons. Advertised in the newspaper on December 9, 2005. (5) Request HA V A funding from State Board of Elections (6) Order equipment from RFP contract (7) Sign contract with vendor j-I.
