I am also faxing a copy to Fletcher Hartsell <br />and to Bob Burchette. <br /> <br />Although the State Construction Manager Contract at Risk documents do not <br />provide for "phased" construction, I have used those documents as an outline/model <br />in putting together the two documents which follow. <br /> <br />I have used a considerable number of assumptions in creating the "phased" <br />construction process. <br /> <br />In a nutshell, before construction begins Turner will: <br /> <br />. Pre-qualify, with Cabarrus County, contractors allowed to bid; <br />. Exercise good faith efforts to engage Cabarrus County subcontractors; <br />. Meet statutory compliance for use of minority businesses; <br />. Publicly advertise bids; <br />. Award subcontracts; <br />.
