Adequate investment in community college services and programs <br />must be part of an economic recovery strategy. <br /> <br /> Your community college is striving to do everything we can to <br />support workforce development, but currently we have reached the point <br />where we are overstretched, and we can do no more without additional <br />facilities and resources. <br /> <br />[Year 2000 Bond Referendun~ <br /> <br /> About three years ago the voters of North Carolina overwhelmingly <br />approved a Higher Education Bond Referendum in response to the <br />increasing demand for workforce development in community college <br />education to support economic restructuring. <br /> <br /> The legislation required that community college leaders appear before <br />County Commissions and explain the need for county commitment of <br />matching funds and support for new facilities. We did so and your County <br />Manager confirmed Cabarms County support in writing on May 23,2001. <br /> <br /> Shortly, thereafter, we initiated the design phase for the next South <br />Campus building, which originally was planned for completion in January <br />2004. <br /> <br /> ~conomic DownturnI <br /> But then as the increasing severity of the economic downturn caused <br />an extreme budget crisis at both state and local levels, we were forced to <br /> <br /> <br />
