MEMORANDUM

DATE:
TO:

FROM:

SUBJECT:

December 19, 2003

John Day, County Manager
Cabarrus County

Jonathan Marshall
Cabarrus Department of Commerce

Maurice D. Ewing
Cabarrus Economic Development

Incentive Request Reviews

On December 17, 2003 the EDC Board met and discussed four incentive
packages. Their recommendations follow, and the current incentive analyses are
attached.

STANLEY WORKS

Stanley Works is considering a 300,000 square foot expansion of their
distribution facility in Kannapolis. They have told us that they are also
considering Georgia and Ohio for the same project.

The EDC Board reviewed the project and determined that it does meet the
guidelines for an incentive under the Industrial Development Incentive Grant
Program, and voted unanimously to recommend that the Commissioners approve
an incentive grant for the project.

The Stanley expansion project has not yet been approved by the company, but
should the Kannapolis facility be selected, their schedule requires that they be
under construction by January 17, 2004. Is it possible for the County
Commission to consider this project in time?

A copy of the analysis is attached.

PRAIRIE PACKAGING

Harrisburg is one of three finalist sites in the Charlotte area for this project which
will manufacture plastic consumer products in a new 200,000 square foot rail
served building. They are considering sites in South Carolina and Gaston
County. The company hopes to have a decision in early January and be
operational by first quarter 2005.
