Mr. Downs reviewed proposed Amendments to the Contract for Transportation Services (07/01/2003) wmth Mid-State Transport. The proposed Amendments provide for the County to pay the expenses for rent, fuel, etc., for M~d-State Transport and to deduct the cost of those expenses from the ~rate per mile" paid to Mid-State. Flnal action to bring the transportation services in-house will be on the December 15~ Agenda. UPON MOTiON of Conmmlssioner Carruth, seconded by Vice Chairman Suggs with Co~alssioners Carruth and Prlvette, Vice Chairman Suggs and Chamrman Freemen voting for and Commissioner Carpenter voting against, the Board approved the Amendments (10/30/03) to the contract (07~01/2003) with Mid- State Transport, Inc. as submitted by Mr. Downs and authorized the County Manager to execute the Amendments on behalf of Cabarrus County. At the October 27~ meeting, the Board authorized a Deputy Clerk position and asked for information regarding the status of Clerk and Deputy Clerk positions in other Jurisdictions. Mrs. Bonds reported that information was obtained from 16 counties. Of those counties, four Clerks are exempt from the personnel ordinance/policy and all Deputy Clerks are subject to the personnel ordinance/policy. She recomended that the Deputy Clerk position in Cabarrus County be established as a regular County employee and subject to the County's Personnel Ordinance. There was brief discussion regarding the appointment process for Clerk and Deputy Clerk positions. %TPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter and unanimously carried, the Board authorized the Clerk to Interview and hire a Deputy Clerk who will be subject to the County's Personnel Ordinance. Mr. Day reported that Ms. Dubois had resigned aa Deputy County Manager for Administration and would retain her position as Finance Director. He proposed the establishment of an Assistant County Manager position to be held by Mr. Downs (Deputy County Manager for Operations) and authorization to hire a Deputy County Manager.
