November 24, 2003 Page 303

There was discussion about the County's organizational structure,
including the role of the County Manager and the number of department heads
reporting to the County Manager and/or Deputy County Manager. The Board by
consensus agreed to leave the County's organizational structure as it
currently exists with the Manager and one Deputy Manager. Further, Board
members asked fo~ information comparing the County's organizational structure
wlth those of other counties of similar size to Cabarrus.

I~tt~ of Support

UPON MOTION of Commissioner Carpenter, seconded by Commissioner
P=ivette and unanimously carried, the Board authorized the Chairman to sign
the following letter in support of the Cabarrus Coz~nunlty Health Center's
application to become a federally designated Con~nunlty Health Center.

Dear Dr. Dobson:

As the elected Chairman of the Cabarrus County Board of Co~ssloners, I
am pleased to write a letter in support of the Cabarrus Community Health
Center's application to become a federally designated Co~Lmlty Health
Center.

The needs of Cabarrus County in regard to health care access for the
uninsured and MecL%cald recipients continues to escalate due to the
bankruptcy of the Plllowtex Corporation and loss of 3cbs and health care
benefits for workers and their lam/lies. Our county has been very
proactive Ln developing collaborative partnerships to meet health needs
in the past, and continues to do so.

The application by the Cabarrus Comunlty Health has strong co~nunlty
support by health and human resource providers, the faith con~nunlty and
community leaders. Let me add my endorsement of ~s effort on behalf of
the Cabarrus County Board of Commissioners.

Sincerely,
/s/ Robert M. Freeman

There being no further business to come before %he Board, Chairman
Freeman adjourned the meeting at 9:45 p.m.

Clerk to the Board
