Mr. Marshall said obviously there is an expense to this but in the communities they are charging that expense to the applicant. He said one thing he would like to address beyond this with the Board is, if they choose to move forward with this, he would like to look at setting up this engineering firm or another in 'the same capacity to review all other large applications. Mr. Marshall then introduced Mr. Mickey Williams with Trigon Engineering. Mr. Mickey Williams of Trigon Engineering addressed the Board introducing Mr. Rusty Monroe, President of the Center for Municipal Solutions and Mr. John Arnold, Branch Hanager and Structural Engineer with Trigon Engineering. Hr. William's then presented a presentation to the Board to give them some background on the company. He said the center's objective is to put Cabarrus County and it's local jurisdictions in control of how they wan[ the cell towers to be located, what type of cell towers they want and where they would like for the towers to go. Mr. Williams said the center was established in 1987 to exclusively represent local government and deal with issues of regulating the siting/placement, RF emissions review, propagation review, construction of telecommunications towers and other types of wireless facilities also. He said Trigon is a professional engineering company providing geotechnical, structural and materials testing. Trigon was founded in 1983 and now has approximately 125 employees with offices in Greensboro, Raleigh and Charlotte, North Carolina and Greenville, South Carolina. Mr. Williams then went over the qualifications and description of services the center provides. Mr. Starnes asked Mr. Williams if the Board can adjust their application fee to cover Trigon's fee. Mr, Williams said no the applicant pays their fee it would cost the County nothing.
