Planning and Zoning Commission Minutes <br />October 16, 2003 <br /> <br />Page <br /> <br />Hr. John Arnold, Branch Manager and Structural Engineer with <br />Trigon Engineering, said the escrow is to the government agency. <br />They make a application fee, actually a fixed cost that the agency <br />have through handling of the permit. They also give money that <br />the agency set in escrow and Trigon draws off the escrow through <br />the agency. Mr. Monroe said the cost that the agency bore of <br />having to use them is actually paid by the applicant but it is <br />through the agency. <br /> <br />Mr. Williams said in summary they put together a good team with <br />Trigon. They have the experience, they have been working in it <br />over 15 years, they have the knowledge with the professional <br />engineers, and the knowledge that they gained from being in the <br />industry and also the philosophy of representing the communities. <br /> <br />The Chair asked what other counties and municipalities are <br />currently using their services. <br /> <br />Mr. Williams said right now they are working in Johnston County, <br />Granville County, Rockingham County, Davie County, the Town of <br />Rockingham, the Town of Clayton, Jackson County, the Town of <br />Franklin, and Orange County. He said if the Board like they can <br />give them a list of those counties with the contacts as references. <br />Mr. William said he would give the list to Jonathan. <br /> <br />Mr. Hill asked Mr. Williams if he finds that the propagation studies <br />normally distributed are accurate or do they tend to be just a little <br />inaccurate. <br /> <br />Mr. Rusty Monroe, President of the Center for Municipal Solutions, <br />said to answer Mr. Hill's specific question - seldom do the <br />propagation studies in show the least impact that it could have on <br />community or the least height it would be. He said normally the <br />propagation studies are skewed to the carrier advantage or in <br />many case the tower company advantage. Mr. Monroe said it is <br />important to understand that there are two entities involved with a <br />tower. One, the carriers do riot own the towers, the tower <br />company do in the vast majority of instances. And two, the tower <br />companies have no standing at all under Federal law and they <br /> <br /> <br />
