Planning and Zoning Commission Minutes <br />October 16, 2003 <br /> <br />Paqe 5 <br /> <br />Mr. Hill said to Mr. Monroe that the Board was told by the carrier <br />that the FCC had some type of regulation that they had to provide <br />service to 100 percent of the people in a given area. <br /> <br />Mr. Moore said who ever told the Board that, he is going to assume <br />did not know the law. He said there are nine carriers that are <br />licensed in each community. They contain a build-out schedule and <br />they must provide service to 75% of the market by a given date. <br />That is what the permit say and it is stated right on each permit. <br /> <br />Mr. Starnes said we should be' on or better than that in Cabarrus <br />County he would think. <br /> <br />Mr. Moore said the reality is that every community whether it <br />knows it or not needs this service if only from an economic <br />development perspective, ft should want the service. The iss. ue is <br />the rational logical orderly deployment of the service in a manner <br />that gets the service out there as rapidly as possible, but at the <br />same time has the minimum impact on the community. This <br />should not and normally is not a contentious situation. Mr. Moore <br />said their first job is to enable the Board to make informed <br />decisions. The policy is the Board's to establish and their job is to <br />make sure when the Board set that policy and when you make <br />decisions, you are making truly informed decisions knowing what <br />all of your options are and what the ups and downs of each of <br />those options is. Then, the Board makes the decision and their job <br />is to carry that decision out for them. There second job is to get <br />them permitted as fast as possible with a minimum impact on the <br />community. <br /> <br />Mr. Starnes asked what does the ,Board need to do to move from <br />here. <br /> <br />The Chair said she feel that the Board and the communities need a <br />better representation. <br /> <br />Mr. Monroe said he would like to suggest that somebody do one <br />thing.
