He said the <br />very first case that came up there was a little bit of contention <br />between the experts and the Board. He said he talked specifically <br />to that director about that issue and he said it was really a matter <br />of them getting comfortable with suddenly having information from <br />both sides. They were having a little difficulty with this new <br />knowledge and ur~derstanding from both sides. Mr. Marshall said <br />one of the things Trigon wants to do is Io0k at some amendments <br />to our existing ordinance. He said he assume that the Board Want <br />to go forward with this. The stages would be that staff would bring <br />back to the Board ordinance amendments that ultimately would <br />have to go on to the Board of Commissioners. l~n term, even <br />though it is in escrow, we would go ahead out front and identify <br />those fees of that escrow amount and all those different charges <br />and the set-up for this. When it goes before the Commissioners it <br />will be understood that there will be a fee for these firms coming <br />in. They will have to pay into this escrow account that money that <br />we pay out for this firm to do the independent review. Mr. <br />Marshall said as quickly as they can get us their model ordinance <br />we can tailor it to our regulations and get it back before the Board. <br />He said staff has ~nt this information out and contacted the other <br />planning board's about coming here this evening. Mr. Marshall said <br />staff is going to be asking Harrisburg, Mt. Pleasant and Midland if <br />they are interested in the same thing. We have also communicated <br />this to the City of Concord and Kannapolis. <br /> <br />The Chair said we will be receiving escrow from the beginning <br />because obviously they are not going to give us their model <br />ordinance until something like that has been paid. <br /> <br />Mr. Marshall said no they supply the model ordinance without cost. <br />Example - the next time AT&T wants to put a tower in, they would <br />pay their normal application fee to us for processing. But, in <br />addition, they would have to set up an escrow account with us <br />where they would put up $8,500 into an escrow account. When we <br />get the application they would begin review of that at the same <br />time. Mr. Marshall said one of the things that have been attracted <br />to us is the turnaround. We do have some responsibility to make <br />sure we have a turnaround on these. <br /> <br /> <br />
