Once it is on the docket to come before the Board they do <br />not have the time or resources to get that information to help them <br />to make an informed decision. <br /> <br />Mr. Marshall said he does not know, maybe' these guys may <br />disagree. He said he thinks it may not be the perfect solution. He <br />said you may still have some unhappy residents but at the very <br />least they should feel that there has been someone who's been <br />looking at it from their side. <br /> <br />Mr. Moore asked Mr. Marshall if he needs a motion from the Board <br />to proceed. <br /> <br />Mr. Marshall said no he feels like he has the Board's consent. He <br />said they are welcome to make a motion if they like. <br /> <br />The Chair said the Board will make a formal motion. She asked all <br />the Board members that approve of going ahead and pro~:eed with <br />the independent review to say I. It was a unanimous vote. <br /> <br />Mr. Hill asked what is an average cost to an applicant. <br /> <br />Mr. Moore said he is glad Mr. Hill asked that. He said let's assume <br />for the sake of discussion that the Board were to decide to charge <br />an application fee, which is the Board's money, that truly reflected <br />what is called your fully allocated cost. Mr. Moore said as 3ohn said <br />that is between $2,000 for a co-location, which they recommend <br />that you could easily defend our justify and $5,000 for a new <br />tower. He said let's assume that it is a new tower and it is $5,000. <br />With their escrow they are talking about $8,500 or $13,500. He <br />said that sounds like a lot of money. Until you understand, and this <br />is something that most people do not understand, the average site <br />per carrier per day generates about $3,000 in this area. He said <br />the cost of that whole application process is less than one percent <br />of the first year's revenue for the permit to go into perpetuity. :It is <br />not a cost issue to them. <br /> <br />Mr. Hill said the Board does not have a problem with co-locating <br />because of our present ordinance. <br /> <br /> <br />
